To track potential terrorists, the U.S. Intelligence Community requires a system to effectively identify, link and track the behavior of potential threats. The system needs to be accurate and deliver timely information across the Intelligence Community.

Sotera developed a comprehensive system for tracking the movements of potential and identified terrorists worldwide. We designed a data analysis and information sharing center; established an information technology architecture and infrastructure across multiple agencies and sites; and developed the inter-agency information sharing methodology and tools.
