JIEDDO Technology Systems and Engineering (TSE)

The Technology and Systems Engineering (TSE) contract is a maximum five-year, multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a ceiling value of up to $900 million for the development, operation, maintenance, and transition of information technology and communications infrastructure, tools, and capabilities to support the Joint Improvised Explosive Device Defeat Organization (JIEDDO) Counter-IED Operations Integration Center (COIC).  Research and experimental development under the TSE contract is to include the following:

The overarching goal of all analytical, logistic, technical and engineering tasks is to promote the continuous discovery, development and enhancement of solutions to combat enemy IED efforts and emerging threats under the JIEDDO-COIC mission.

C4IT C2CEN Technical Engineering Development and Support Services

The purpose of this vehicle is to acquire technical engineering development and support services required to maintain new and existing USCG command, control, communications, computer and information technology systems. These systems are deployed on USCG vessels and aircraft, unmanned facilities (i.e. Navigation Systems). C2CEN requires technical engineering support in the following five areas:

SPAWAR M&C

The Space and Naval Warfare Systems Center (SPAWARSYSCEN) requires a consolidated support contract for critical integration, upgrade and testing of management and control (M&C) systems in ships and at shore facilities, including associated engineering, technical, and logistics support services to support expanded requirements directly related to the Communications Division. The software engineering and M&C support services will provide support for the Teleport Management and Control System (TMCS), FEMA’s Communications Control System, the Element Management System (EMS), the Automated Radio Communications (ARC) System and similar efforts as current and future enhancements are deployed.  Sotera supports the following tasking areas:

Aberdeen Test Center (ATC) Engineering Support

Sotera provides engineering support services for the U.S. Army’s warfighter systems at the Army’s Aberdeen Test Center (ATC) at Aberdeen Proving Ground in Maryland.  We support ATC in its mission to plan, conduct, and validate data and report on testing supporting research, development, test and evaluation, design, engineering, production, and operational tests of military weapons systems and equipment.

 JIEDDO CSS

The Joint IED Defeat Organization (JIEDDO) Comprehensive Support Services (CSS) contract is designed to give the organization greater long-term support and continuity of its contractor personnel in its mission to defeat improvised explosive devices (IEDs). The IED has become a global, strategic threat, and this overarching, omnibus, contract will provide JIEDDO greater flexibility and speed in supporting new requirements.

The CSS contract consolidates support positions, allowing JIEDDO’s divisions to better administer work and better execute mission-critical tasks. The JIEDDO CSS contract is an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle which enables JIEDDO to issue task orders for individual personnel support requirements. 

SITE

Solutions for the Information Technology Enterprise (SITE) contract establishes an acquisition framework for delivering IT services and capabilities that will support the global intelligence and C2 assets vital to U.S. national security. SITE, an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract, will provide receptive, adaptive and timely solutions for organizations to satisfy current and future IT requirements.

Departments and agencies supported by this contract vehicle include, but are not limited to, the Defense Intelligence Agency, Army, Navy, Air Force, Marine Corps, Coast Guard, Combatant Commands, Joint Reserve Intelligence Program, National Command Authorities, other Defense Agencies, and non-DoD Departments/Agencies with intelligence missions or which utilize C2 (Command & Control) and DoD intelligence systems.

SIA

The Solutions for Intelligence (SIA) program will satisfy a wide range of analysis initiatives in support of the Defense Intelligence Agency (DIA) and other intelligence community customers. Specifically, the SIA program requirements cover defense subjects, areas of interest and intelligence topics. Expertise provided enables the defense intelligence community to meet all operational and mission requirements relating to the following four overarching topic areas:
